He earned his Ph.D. in Electrical Engineering from Imperial College of Science Technology and Medicine at the University of London in 1991. Prior to that, he completed his M.Sc. in Ingeniería Eléctrica at the Instituto Politécnico Nacional in Mexico in 1987. His educational journey began with a B.E. in Ingeniero Mecánico Electricista from the Universidad Autónoma de Guadalajara in Guadalajara, Mexico, in 1984. In 2023, his paper titled “A Data-Driven Under Frequency Load Shedding Scheme in Power Systems,” co-authored by Hemin Golpira, Hassan Bevrani, Bruno Francois, and himself, was selected as one of the five outstanding papers by the IEEE Transactions on Power Systems. In 2018, he received the IEEE Power System Dynamic Performance (PSDP) Committee Prize Paper Award for the paper “A Dynamic Mode Decomposition Framework for Global Power System Oscillation Analysis,” authored by E. Barocio, B. C. Pal, N. F. Thornhill, and A. R. Messina. The year 2013 brought him the IEEE Power Engineering Society, Power System Dynamic Performance Committee, Technical Committee Working Group Recognition Award for his contributions to the “Identification of Electromechanical Modes.

” His significant contributions to the analysis of electric power systems led to his election as a Fellow of the Institute of Electrical and Electronics Engineers (IEEE) in 2012. Among other notable awards, he received the Knowledge Leadership Award in 2011 for his paper on modal analysis of inter-area oscillations in the Mexican interconnected system. Prior to these international positions, from 1995 to 1997, he held the role of Visiting Professor in the Department of Electrical Engineering at the Universidad de Guadalajara in Guadalajara, Mexico.
